Sept 16, 2006 -- The Baltic states of Latvia, Lithuania and Estonia have proposed the president of Latvia as a candidate for the position of secretary-general of the United Nations.

Vaira Vike-Freiberga would be the first woman to lead the organization, but is seen as an outside contender to replace Kofi Annan, who steps down on December 31.
