The head of Azerbaiijan's state National Broadcasting Council, Nusirevan Maharamli, said on December 26 that in order to stay on the air, Channel One and RTR must help organize Azerbaijani television broadcasts in Russia, where a large number of Azerbaijani migrants live.

Maharamli also said Turkey's Samanyolu and Channel D stations could also face problems if they fail to cooperate in broadcasting Azerbaijani programs on a reciprocal basis.

He said another Turkish television station, TRT-1, could continue broadcasts because it already had pledged to start broadcasting Azerbaijani programs in Turkey.
