Russia Again Blames U.S. For North Korea Impasse

June 5, 2007 -- Russian Foreign Minister Sergei Lavrov has accused the United States of putting "brakes" on North Korea's nuclear-disarmament process.


Lavrov said today in Seoul, South Korea, that Washington's failure to free North Korean funds frozen in a Macau bank is preventing the implementation of an accord under which Pyongyang must shut down its nuclear reactor.


Washington has called for the funds to be freed, but banking restrictions have prevented the move. Lavrov said Washington has asked Russia to help solve the banking dispute.

BENDING THE RULES. Henry Sokolski, executive director of the Nonproliferation Policy Education Center, told an RFE/RL-Radio Free Asia briefing on January 9 that the West is hamstrung in dealing with Iran and North Korea because of the way it has interpreted the international nonproliferation regime to benefit friendly countries like India and Japan.
