Azerbaijan Deplores Reported Armenian Arms Acquisition From Moldova

YEREVAN -- Azerbaijan has expressed concern over Armenia's reported purchase from Moldova last month of rockets and other weaponry worth millions of dollars, saying that it will complicate a peaceful resolution of the Nagorno-Karabakh conflict, RFE/RL's Armenian Service reports.
 
Elnur Aslanov, head of an analytical unit in Azerbaijani President Ilham Aliyev's administration, described on October 14 this purchase and other arms acquisitions by Yerevan as "destabilizing factors" in the region.

"The policy on Nagorno-Karabakh pursued by Armenia testifies to the destructive position of that state in the region," Russian and Azerbaijani media outlets quoted Alsanov as saying. "Any arms acquisition, any increase in the number of weapons in the region, certainly does not lay the groundwork for establishing peace and stability and, on the contrary, impedes that."

Aslanov was commenting on reports that large quantities of weapons and ammunition were brought from Moldova to Armenia by an Armenian cargo plane on September 13-14.

Armenian Deputy Foreign Minister Shavarsh Kocharian dismissed the Azerbaijani protests as "aggressive whining."

"And this is natural because Baku has to explain to its own people where the billions [of dollars], which are constantly trumpeted about from various podiums [by the Azerbaijani government] and is supposed to have been spent on military procurements, have ended up and why its policy of military blackmail in [peace] negotiations has failed," Kocharian said in a statement on October 14.

According to reports in the Moldovan media, the secret arms deal was formalized this summer through a Latvian intermediary firm, Latspetsexport. The government of Moldova has confirmed that information, which sparked a political scandal in the former Soviet republic late last month.

The Moldovan news agency Omega last week claimed to have obtained copies of the Chisinau government's contracts with Latspetsexport worth $3.3 million. It said they envisage the sale of several types of Soviet-made antitank and other rocket systems along with thousands of pieces of ammunition.

That allegedly included a dozen BM-27 Uragan (Hurricane) multiple-launch rocket systems that have a firing range of up to 35 kilometers. "According to authorities in Moldova, some of these weapons have already been shipped to Armenia," Omega reported.

Official Yerevan has declined to deny or confirm the reports.

"In the interests of national security, details regarding the quantity and types of weapons and the party selling them are not subject to publication," Davit Karapetian, the Armenian Defense Ministry spokesman, said on September 23.

The Azerbaijani government reacted negatively to the reported arms deliveries. Moldovan Ambassador to Azerbaijan Igor Bodiu was summoned to the Foreign Ministry in Baku to provide explanations. Bodiu afterwards described the deal as an "unfortunate mistake" that damaged his country's relations with Azerbaijan.

Moldova and Azerbaijan are part of the GUAM grouping of four ex-Soviet states which has acted as a counterweight to Russia in the larger Commonwealth of Independent States.

Azerbaijani President Ilham Aliyev was reported to have raised the matter with Moldovan Prime Minister Vlad Filat when the two met in Warsaw on the sidelines of a European Union summit on September 28. Filat was quoted as saying that he was invited to visit Baku "in order to continue the discussion."

Azerbaijan has spent billions of dollars in oil revenue to buy weapons which it hopes will enable it to eventually win back its breakaway region of Nagorno-Karabakh and other Armenian-controlled territory in Azerbaijan. It plans to boost military spending to $3.3 billion this year, up from $2.15 billion a year ago.

By comparison, Armenia's defense budget for 2011 is projected to reach some $400 million.

Armenia has sought to offset this spending gap mainly through close military ties with Russia that entitle it to receive Russian weapons at discount prices or even for free. A new Russian-Armenian defense agreement signed in August 2010 commits Moscow to helping Yerevan obtain "modern and compatible weaponry and [special] military hardware."

The Armenian military demonstrated some of its new weaponry, including S-300 air-defense systems, during a high-profile parade in Yerevan on September 21. It also for the first time put on display 9K72 surface-to-surface ballistic missiles that are known in the West as Scud-B.

The Azeris would, wouldn't they.
After all, these weapons in Armenian hands might complicate the eventual Azeri attack on N-K, and we can't allow that!

Perfect example of the kettle calling the teapot black. Azerbaijan has been touting its multi billion dollar military expenditures for years now and with its war rhetoric that it will take Artsakh by force. Now, they have the audacity to accuse Armenia of destabilizing the entire region. I think this is probably a trick on Baku's side to re-ignite hostilities in the region and call it self defense.

My guess is Azeri realize threat don't work very well so now they decide to whine instead. Armenia get weapon even from Azeri ally. And btw, Azeri military lose at least 5 men every week. Most to weapon malfunction aka suicide.

What do all these racist Azerbaijani officials do expect at all? Should Armenians wait till ‎Azerbaijani starts once again to massacre Armenians like is was the case by the end of 80s ‎and beginning of 90s ? Well, Azerbaijani officials are non stop increasing there defiance ‎budge and buying weapons from almost every country worth of billions of dollar (this is ‎saying Azerbaijani president!) , NOW as soon as Armenia buys weapons in less that 4 mill $ ‎worth , the same Azerbaijani officials start crying and do everything to mislead the world ‎community, believing in there own lies, as if they (Azerbaijani) were the real "victims". ‎Given the fact that neither so called Azerbaijani Republic (a Banana Republic created first in ‎‎1918 by Turkish war lord Nuri Pascha) nor the fascist politicians in Ankara with there racist ‎state policy pursued against Armenia nation have shown any real desire to accept the ‎existence of Armenian state ,.. Therefore Armenia should become evening Atomic state! ‎Armenia is a peaceful and peace loving nation- But happy is the nation who hasn’t have Turks ‎as there neighbors! If there is one state in the world that has every right to posses the strongest ‎army and most effective weapons... Azerbaijani President and his regime has many time ‎demonstrated that they hate Armenian nation ,as it was the case with the bloody regime of ‎Young Turks in 1915! ‎

Why should Azerbaijan buy weapons? Why? Because 20% of its internationally recognized land is under Armenian occupation. And that is not all, judging by the kind of comments posted here by Armanians --- they challenge Azerbaijan's very right to existence in Caucasus. So, yes, we do need weapons.

So why should Azerbaijan complain about Armenia buying weapons? Well, because Armenians complain all the time about us buying them.

No mistaking it. Sooner or later, there will be a big war in Caucasus. And each side is doing the smart thing by preparing for it. Armenians are mistaken if they think they are going to keep all that land for nothing. They have to fight for it. There was no fight in 1990s. Disorganized, Azeris just fled when facing the murdurous Russia-supported Armenian militia. There will be fight soon though. Remember: even if you win something , it is still not yours -- unless you get to keep it.

I would ‎say before that Armenian kings did built a couple settlements and cities in that "20% ‎occupied Azerbaijani land"- AT that time Mongol Turks didn’t exist at all let alone there ‎always crying small brother Turk-Azerbaijani! If this is the task of "international ‎organization“ to give or transfer Armenian land to you , than you Turks should better ‎first of all accept the Treaty of Sèvres (10 August 1920) , where “international ‎organizations” have agreed already what is Armenian and what is Turkish.... after that we will ‎discuss about your "20% occupied Azerbaijani land" and the of course this would include ‎Azerbaijani occupied Nakhichevan and Julfa ‎


‎ Turks are new comers in the region and will remain as new commers..Turks were from the very first beginning of there arrival in the region ( above all in Armenian high land) after the land and ‎property of other people ( including children, which were forced turkified by Turkish war ‎lords in diffrent periods ))… As I said: happy all those nations who do not have Turkey as there neighbors ‎‎..where Armenia has two of them , to the east and to the west… ‎As long as Turks behave like Turks not a signle Armenian has ever the right to trust them any more !

The Azeri's I must say are very interesting people, it's fine when they are
doing the buying of weapons $2.15 billion and at the same time making a
broadway show out of the poor Azeri refugies living in tents !
But when ARMENIA contracts a $3.3 million worth of weapons it becomes a
"destablizing factors" in the region.

Azerbaijani officials should simply visit www.baku.am to get more familiar with the history ‎of "Azerbaijan". History has teached us Armenians, to be on alert from cameleers, who have ‎tern Armeniaphobia as state ideology and now are spending billions of $$ and buying ‎most mass killing weapons!‎

Nogorno Karabagh has never been part of Azerbaijan as we know it today and it never will be. This is the 21st century people's self-determination will always prevail over oil rich militarized autocracies like Azerbaijan. Freedom and all that is BS! There is only one rule on this planet - "MIGHT EQUALS RIGHT". Land belongs to no man, it is only temporarily occupied by one with the biggest gun.

All this argument that it is historic land is useless, its like the Israelis saying that Israel was given to them by God. Total nonsense.

If Armenia has bigger guns, it will keep NK. If the Azeri’s have bigger guns then they will.
