Azerbaijan Criticizes French Parliament's 'Armenian Genocide' Bill

BAKU -- Azerbaijani officials have expressed their disapproval of French legislation that makes it illegal to deny that the mass killing of Armenians in Ottoman Turkey nearly a century ago was genocide, RFE/RL's Azerbaijani Service reports.

Novruz Mammadov, head of the Foreign Relations Department in Azerbaijan's presidential adminstration, said the bill -- which was passed by the lower house of parliament on December 22 -- is unfair and affects France's image as a democratic country.

Mammadov said the bill "restricts freedom of expression and opinions. This step by parliament can affect Azerbaijani-French ties. It's necessary to wait a while [after the vote] and then we'll take the necessary steps."

The bill -- which would penalize someone denying "the Armenian genocide" with one year in jail and a fine of some 45,000 euros ($58,000) will next be voted on by the French Senate.

At least 1 million Armenians were killed in World War I-era Ottoman Turkey. Ankara denies it was genocide. Instead, it maintains that most of those deaths -- the numbers of which it says were much lower -- were the result of fighting between Armenians and Turks.

Turkey reacted swiftly to the vote in the National Assembly, or lower house of parliament, recalling its ambassador from Paris and suspending all political, economic, and military activities with France.

Azerbaijan is an longstanding ally of Turkey and hostile to Armenia, with whom it has a territorial conflict over the Nagorno-Karabakh region, internationally recognized as Azerbaijani territory but controlled by Armenians.

Azerbaijani NGOs such as the International Diaspora Center and the Union of Azerbaijan Patriotic War Veterans staged a protest on December 22 in front of the French Embassy in Baku.

Demonstrators shouted "French parliament, be fair!" "Shame on Sarkozy!" "French people, stop Sarkozy!" and "Stop assistance to Armenia, which has occupied Karabakh!" The protesters handed a statement to the embassy.

Trade Ties

During French President Nicolas Sarkozy's visit to Azerbaijan in October, President Ilham Aliyev said he hoped that trade turnover between the two countries would reach $4 billion. Aliyev said some 40 French companies are working successfully in Azerbaijan on a wide range of projects, including environmental protection.

"A French company will send our first telecommunications satellite into orbit," Aliyev said in October. "We have good opportunities to cooperate in this sphere."

French oil companies Total and Gaz de France also recently discovered a new gas field in Azerbaijan which is expected to strengthen the country's energy potential.

Newly opened gas fields hold some 350 billion cubic meters of gas, which increases Azerbaijan's gas reserves to 2.6 trillion cubic meters.

Independent legal analyst Erkin Qadirli told RFE/RL on December 22 that Azerbaijan has certain levers it can use to exert pressure on France.

"The Total company could lose its share in the gas field," he said. "France has also awarded Azerbaijani first lady [Mehriban Aliyeva] with an Order of Legion, which she could reject and give back [in order to cause negative publicity for Paris].

Azerbaijan is also a partner to the European Human Rights Convention and could use it as a tool to submit an appeal to a European Court if the [French bill on genocide denial] is enforced."

Qadirli says Azerbaijan could raise the issue of France's co-chairmanship in the OSCE Minsk Group, which is working to resolve the Nagorno-Karabakh conflict, by claiming that France is showing support only to the Armenian side.

Check on the estimates of deaths caused by criminal actions of the French (and British) colonialists against the peoples of Black Africa (and India in the case of the UK) and you will have at least dozens of millions of human lives - all this blood is on the hands of the French and the British. Are you concerned about these issues at all? Why not start a compaign to make the French and British govts pay compensations to the victims of the French and British colonial crimes?

Ottoman Empire survived 600 years..It may be hard for you to believe that, but it was based on tolarance...600 years ago, it was much easier to convert people to muslim with swords..(like Spanish did in Philippines)..But Ottomans didn't do that...They let people keep their religion and culture...Otherwise your name would have been Mehmet and you would pray to Allah now....Stop blowing hot air...comments based on hate won't get you anywhere.....Peace..

Listen you Turk, even if the French have committed brutal massacres, they apologized to the respective countries. Do you see your beloved Erdogan apologize to the Armenians, Greeks or Assyrians, last month he apologized for the Dersim Massacres in 1938 where he said only a figure of 13,000, whereas in reality the Turks buthcered more than 75,000 people were killed. You Turks are so good in killing and then hiding the truth. Your entire Ottoman Empire history 1299-1918 was based on endless invasions, massacres, forced conversions, genocides. Tell me the Ottoman Empire was the land of Oz or Utopia.. perhaps it was, don't you think?

The Order of Legion awarded to Azerbaijani first lady [Mehriban Aliyeva] was a gentle French-style invitation to the dictatorial family to take all their billions and quietly move to France because people who are awarded this order can enter France with their families and live there anytime they want and can.

Sultan Aliyev didn't get the message and will have to now pick between Saddam/Quaddafi's fate and Mubarack's current lifestyle in Egyptian prison.

It takes only one Azeri Spring to get rid of this dictatorial regime supporting terrorism since Heydar-baba brought thousands of Afghan Taliban to fight in Artsakh against Armenians. The fax ordering to bomb American embassies in Africa was sent from Baku! How many Azeri Turks stayed in Guantanamo Inn?

Armenian Genocide did not end with the collapse of the Ottoman empire - Camelist Turkey continued it till 1923 moving Eastward and creating a monster now known as "Azerbiajan" on the lands of Armenians, Lezgi, Tolysh, Tsakhur, Udin, Avar and other peoples native to the lands now occupied by Azeri Turks.

Azerbaijan's people is very strange. They have arabic or persian names, they speak turkish, they have russian surnames, the name of their country is persian but they say that they have a great culture.

For too long Turkey has been getting away with it. Denying its crimes against humanity and specifically against other nations. In years to come Turkey will deny that it ever invated Cyprus and seized and occupied nearly half of the island, killed and abducted its people. We all know about the Armenian genocide committed by Turkey. France has now officially acknowledged it and is doing something about it, America has hinted it would do so also.

I fully understand and support the Azeris' reaction. Just in February 1992, Armenian troops together with Russian mercineries committed one of the worst war crimes of the 20th century against Azeri civilians in Khojalu, Karabakh but yet it is still Turks that are condemned for some killings about 100 years ago. If Armenians are so nice then let them first liberate occupied Azeri territories. The world is so unfair to Azeris and Turks, IMHO.

I was in Armenia when the war between Armenia and Azerbaijan started. Azeris wanted to finish what Turks could not during WWI. Khojalu was organized by Sr Aliev to blame the Armenians later. That is how politics are "you kill your own to gain later". So stop your nonsense. Azerbaijan is only 100 years old and they should thank the Russian for that. Other wise they would have been part of Iran. Azeri territories? what the hell is that. Karabakh was, is and will be Armenian. It was given to Azerbaijan by blood sucker Stalin. Even Karabakh in Armenian land Azerbiajan is still larger so they should be happy for what they got. They are the once who came to that region from far east and asked for shelter not the Armenians. Armenian have been living there for almost 5000 years.

Armenia should thank Russia for its independence ten times before Azerbaijan does the same thing. For resettling hundreds of thousands of Armenians in the Caucasus, for making sure Armenia holds on to its independence in 1920, for granting Armenia ammunition worth #1 billion, for building a military base there in the 1990s, ensuring Armenia's territory stays intact, which Armenia itself would have never been able to provide for.
