The leader of Islamist rebels in Russia's North Caucasus has ordered fighters under his command to halt attacks on Russia's civilian population.

In a four-minute video clip posted on February 3 on the Kavkaz Center website, Doku Umarov refers to ordinary Russians as "peaceful" people who no longer support Prime Minister Vladimir Putin and his "Chekist" regime -- a reference to Putin's origins as a KGB agent.

"The population in Russia today definitely does not support Putin," he says. "They've been exploited by these sinners and they are hostages to this Chekist regime. So I order all fighters that are carrying out or are planning to carry out security operations on the territory of Russia to put a halt to these operations that could hurt the peaceful population of Russia."

Umarov, the head of the Caucasus Emirate Islamist group, has claimed responsibility for a number of terrorist attacks in Russia, including the January 2011 suicide bombing at Moscow's Domodedovo airport that killed 37 people. 

He has also been tied to the twin attacks by female suicide bombers in the Moscow metro in March 2010 that killed 40 people.

Military Still A 'Legitimate Target'

In the new video, Umarov says insurgents are obliged by their religion not to harm Russians who do not participate in or support the Russian leadership's "war against Muslims."

He says Russian military and security personnel and the pro-Moscow leadership in the North Caucasus republic of Chechnya remain legitimate targets.

The video comes a month before presidential elections in Russia that Putin -- the main architect of Moscow's military campaign in the Caucasus -- is widely expected to win.

The Caucasus Emirate has been seeking to impose an Islamist state throughout the North Caucasus and has been engaged in protracted fighting with Russian security forces there.

Are you nuts? The operations like in Beslan and Nord-ost take years. You don't live in Russia and you know nothing about their capabilities. Russians suffer daily casualties from them.

all RFE/RL is trying to say is how good Wahhabi "fighters" are. The message is still the same: Wahhabi Sunni terrorists are good, Russian authorities are bad. US government and its propaganda mouthpiece RFE/RL is now free to offer full propaganda support to Umarov and other "freedom fighters". US government, as usual, and its affiliates - Saudi Arabia, Pakistan are the major sponsors of terrorism

And should I care what this avowed thug and Islamic terrorist says after the numerous suicide bombing attacks (like Moscow Domodedovo Airport) attributed to him based on his own claims ? If you take the path of terror and murder, no sympathy or civil rights for you in my book. Just blow this scum of the face of the earth like Osama Bin Laden, Sheikh Akhmed Yasin and other Islamists.

Umarov is the result of Russian actions killing around 200,000 Chechen civilians in the two Chechen wars.

He is no more vile than the vampire Putin.

Russian extremists = Chechen extremists, neither cares about civilians

Andrew, we can agree that Yeltsin and Putin regimes were initially responsible for the lion share of the tragedies in Chechnya and the entire Russian N. Caucasus. Responsible in a sense that in the early 1990's, Russian president Yeltsin and his thieving friends used Chechnya and it's then "president" (in fact, more like a local usurper of power and the warlord ) Dudayev as a giant money laundering machine. They didn't care about Russian national interest and national security. For Yeltsin circle of thieves, Chechnya was a perfect way to launder money, conduct illicit oil and weapons trade and commit other crimes. Then they fell out with Dudayev and went to war with him. But can we ignore the fact that Chechen/N. Caucasus insurgency has fully morphed into a part of global Jihad network ?


And who is then responsible for the likes of Osama Bin Laden, Al-Zwahiri and the whole Al-Qaida network ? Is it United States ? Is it Israel ? Can we ignore the fact about the Islamic teachings regarding "infidels" and the duty to wage global Jihad until the whole world will not become "Dar Al-Islam" (The Land of Islam) ?

Do you believe, for example the fairy tales propagated by liberal media that US support of Israel and Israel's policy vs. "Palestinians" caused 9-11 and the hatred of US in the Arab-Muslim world ? What about other Islamist attacks all over the world ?

In other words, it is ridiculous to take Islamist terror-insurgency in Russia's N. Caucasus or around the world out of the context of Islamic Jihad concept.
