The leader of Daghestan has ordered all local officials across the Russian North Caucasus republic to create self-defense and vigilante groups to help police bolster security in the violence-torn region.

Magomedsalam Magomedov's anouncement on August 30 came two days after a female suicide bomber killed Daghestan's leading Muslim Sufi cleric, Said Afandi Atsayev, and six others.

Officials said the murder was connected to the religious activities of Atsayev, who was considered a moderate.

The mainly Muslim Daghestan is one of the most volatile republics in Russia's North Caucasus, where Islamic insurgents adhering to the extreme Wahhabi form of Islam regularly attack police, military personnel, and moderate Muslims.

"Voice of America" = not propaganda ?

from the wikipedia: "Voice of America (VOA) is the official external broadcast institution of the United States federal government."

also relevant (note RFE/RL is on the list with VOA)

The root word of "propaganda" is "propagate", as in "be fruitful and multiply". To propagate one's own culture in the world. It is not a synonym for "lies", though governments do lie.

Is it unethical? For a government to have its own news outlets? Let me tell you, as an American, that I trust RFE/RL's slanted CIA stories more than I trust the "unbiased" stories of FOX, MSN, or CNN.

Aside from admitting publicly the failure of both Makhachkala and Moscow to adequately address these tensions, they have now decided to cede responsibility to citizen collectives in an effort to ensure the safety and security of the population.

Daghestan has to this point been able to avoid ethnic strife due largely to the consociational nature of their political system, ensuring a generally accepted level of equanimity across the political spectrum (despite its questionable constitutionality and even morality, but that is for another time); however, encouraging the creation of 'self-defense groups' may simply alter the orientation of the conflict in the Republic, from one based of religious tension and physical security, to one in which ethnically-motivated posturing and aggrandizement takes center stage. Latent discord, particularly with regard to Chechen/Lak issues and the Lezgins in the south, may well legitimize, or at least make possible the arming and settling of scores.

Nor should we dismiss the possibility that the constitution of these groups will likely entail the further proliferation of small arms weapons throughout the Republic; weapons which, given the demonstrated resourcefulness of the militants, will likely end up indirectly arming the insurgency.

If any conclusions can be draw from the conflict in the North Caucasus over the last 20 years, is that brute force is not a cure-all, in fact, it often exacerbates an already troublesome situation. The government must continue engaging with the 'moderate' Salafi/Wahhabi elements (barring the extension of Kadyrov or Kadyrov-like powers across the region which is undoubtedly unsustainable and, likely, unwelcome). Atsayev's position as a respected, moderating figure who encouraged such dialogue was undoubtedly a threat to the militants, as this continued engagement could likely result in the organization's further marginalization in providing a safe, legal outlet for Daghestanis who profess a strict brand of Islam, but who do not condone or support armed resistance. The fact that the militants are (likely) seeking scuttle such moderation and cooperation in and of itself should be a sign that this engagement has potential.

I can only hope that Pres. Magomedov's statement is attributable to his understandable frustration with a situation that is in very real danger of getting far beyond anyone's control, and not a deliberate, logically arrived at decision.

Here's hoping that cooler heads prevail.

It might be better idea, it worked by accident when Basaev
And others, many of them "oboroten's", invaded Dagestan.
Might work again - if Dagestan's people really defend lives
And Dignity from Centrifugal forces, insurging Halifat guns.

I am not sure whether Russia's "shtaby" of the expansion,
Including two replies made on article - like self-sufficiency.
So far Russia not yet fingering possibilities, only taping on,
Moving closer platcdarms - invade Georgia and Azerbaijan.

Basaev didn't invade Dagestan. The second war in Chechnya already started and Russians were pushing toward Grozny. Basaev used hit and run tactics to slow down the attack. If you do not know the subject do not try to comment you will sound stupid. If yo do not believe me, believe your Georgian PIK propaganda which interviewed Alla Dudaeva about the "invasion".

Alla Dudaeva is an ethnic Russian. And her husband was a Russian General. Many commanders of Chechens were Arabs, and some of them are assimilated Dagestanians. World's most fake people = Chechens. And their big noses, in every issue of Caucasus. Deport those Kurdish-Armenoid Urartaics ! İmmediately !
