Europol Says Most Cybercrime Kingpins Are From Russia


The head of Europol's Cybercrime Center has said there are "around 100" cybercriminal kingpins behind global cybercrime, the majority of who are located in the Russian-speaking world.

Speaking to the BBC on October 10, Troels Oerting said law enforcers need to target the "rather limited group of good programmers."

Oerting added that the criminals are “driven by greed and profit and they produce malware at a speed that we have difficulties catching up with."

He described how Russian-speaking criminal gangs are creating and testing malware and then selling it in online forums.

Oerting said his organization's relationship with Russian law enforcers is "improving."

He said he had recently been on a trip to Russia to discuss four cybercrime cases and was hopeful that arrests and jail sentences would follow.

RFE/RL has been declared an "undesirable organization" by the Russian government.
