The head of the UN's nuclear watchdog agency said he is unable to guarantee that Iran is not trying to develop atomic weapons.

Yukiya Amano, who heads the International Atomic Energy Agency, told the 35-nation IAEA board that Tehran is refusing to cooperate with an IAEA probe of the country's nuclear program:

He said, "Iran is not providing the necessary cooperation to enable the agency to provide credible assurance about the absence of undeclared nuclear material and activities."

The UN Security Council has issued four sets of sanctions against Tehran for its refusal to stop enriching uranium.

Iran says it needs to make fuel for a future reactor network.

Highly enriched uranium also can be used to make the fissile core of nuclear warheads.
