Police in Kazakhstan say a man who threatened to blow up the Almaty city administration headquarters has surrendered, and no explosives were found.
The administration headquarters and nearby offices in Kazakhstan's biggest city were evacuated on January 13 after a man who claimed to have explosives in his suitcase entered the building and threated to blow it up.
City police spokeswoman Saltanat Azirbek told journalists that the man, whose identity was not released, surrendered after more than two hours of negotiations. He was detained.
Azirbek said police found no explosives.
Such incidents are rare in tightly controlled Kazakhstan.
Azirbek said the man's motives were being investigated, but that he may have been protesting a 2008 court decision. She did not disclose details of that case.
Postings on social networks said the man had demanded access to media to make a statement.
Police did not comment on those reports.
