Top current and former Russian military commanders have accused ex-President Dmitry Medvedev of hesitation in ordering military operations in Georgia's breakaway region of South Ossetia in 2008, causing unnecessary casualties.

The charges came on the fourth anniversary of the conflict and were aired in a 47-minute documentary that appeared on August 8 on the Internet.

In the film called "The Lost Day," whose author is unknown, senior officers said Medvedev dithered as commander in chief until pushed to act by then-Prime Minister Vladimir Putin.

General Yury Baluyevsky, who served as chief of the General Staff until shortly before the August war, said in the documentary that Medvedev and his associates were "afraid to give the command," until they received "a kick" from Putin.

Putin, who was attending the Olympic Games in Beijing at the time, told journalists in Moscow on August 8 that he had called Medvedev twice.

"As far as telephone calls are concerned, yes, I called Dmitry Medvedev twice, on August 7 and August 8 [2008], as well as the defense minister, and we talked about the problem," Putin said.

Putin, who is currently Russia's president, maintained that Russia's General Staff had worked out a plan in advance to repel any Georgian attacks.

"The plan [for potential armed conflict with Georgia] was prepared by the General Staff at the end of 2006 or at the beginning of 2007 and I approved it," he said.

Putin said part of that plan included training local militias in South Ossetia to help Russian troops in the event that open hostilities broke out with Georgia.

In an interview aired on Russian and Georgian television last year, Medvedev had stated that "nobody called anybody" as the conflict commenced.

"I got in touch [with Putin] on the following day," he said, "by then I had already given all the orders. [The conflict] was already in full blaze."

Speaking from South Ossetia on August 8, where he traveled to mark the war's anniversary, Medvedev said the decision to go to war was made in a "timely" fashion, avoiding what could have been large casualties.

Great report and thanks for the link to the video. Talk about creating a ‘usable past’! Kremlin-spinmeisters have outdone themselves with this masterpiece. First they had to prove again that the Georgians started the war (although they conveniently fail to mention all of the many Russian provocations which prompted Saakashvili to act). Second, they had to praise the courage of the Russian and pro-Russian fighters during this conflict, who supposedly had one hand tied behind their backs because of the reluctance of the politicians to respond. Third, they had to drop a dime on the liberal, weak-minded Medvedev. Finally, and most important, they had to sing praises to dear leader and savior of the Russian state, VVP. While there are some elements of truth in this video, the underlying premise is false: Russia had long planned on using force to reclaim South Ossetia and Abkhazia.

Too bad in our 24/7 distracted world, western political leaders will not hold their Kremlin counterparts accountable for this planned aggression. ‘What wicked webs we weave, when first we practice to deceive.’

BS Ray, given that Georgia didn't go to the UN which is standard when met with such an issue.

In point of fact, Russia did go to the UN after Georgia attacked.

Actually, "Western political leaders" haven't (if anything) been shy at protesting Russian actions against their preferences.

Moreover, it's Georgia which had the plan to militarily take control over South Ossetia and Abkhazia - something which the Abkhaz and Ossetiand oppose.

Frank, you need to go back and review the history of Russian-Georgian relations from 2003-2008, and the Kremlin strategy will become clear. I’m not defending Saakashvili; he made a huge blunder by resorting to force.

Although leaders in Tbilisi are guilty of shortsighted policies, Russia has worked hard to provoke and nurture separatist sentiments in both these regions.

Like other great powers, Russia has learned to manipulate the UN bureaucracy to achieve its objectives. ‘Going through the UN’ has become a smokescreen, a façade for realpolitik.

No, I think that sober western leaders realized that ‘we are not all Georgians,’ and that given the geography/history/culture, fighting to maintain Georgian territorial integrity was not worth a possible escalation.

Frank, really you are ridiculous.
Georgia had repeatedly gone to the UN to complain about Russian actions and tried on numerous occasions to have the peacekeeping format changed from the CIS (Russian run) format to a full UN international format.
The Russians used their veto repeatedly.
Also note the film admits to Russian weapons supplies and training of separatist military formations, a direct breach of all previous agreements and international law.

in addition, the question is why did putin say that, knowing probably that medvedev gave this interview some day in the past.

this episode really tarnishes medvedev's credibility.
