Surprise Leader In South Ossetian Presidential Runoff

TSKHINVALI, Georgia -- One day after the vote, the Supreme Court of the breakaway Georgian territory of South Ossetia has ordered the region's Central Election Commission to refrain from releasing official results of the second round of the region's election to choose a de facto president.

The court said results should not be announced until after it hears a complaint by Emergency Situations Minister Anatoly Bibilov, the Moscow-backed candidate in the runoff, about alleged electoral violations. Bibilov has charged his opponent, former Education Minister Alla Dzhioyeva, with bribing and intimidating voters.

Authorities in the rest of Georgia refuse to recognize the legitimacy of the vote or of South Ossetia's declared split -- with Russia's support -- following a conflict in the early 1990s.

Despite the Supreme Court's order, Election Commission Chairwoman Bella Pliyeva announced preliminary results that indicate a significant lead for Dzhioyeva. With 74 of 85 polling stations counted, Dzhioyeva was reported as leading by 56.7 percent to 40 percent. The Election Commission said final results would be available in about five days.

Speaking to reporters today, Dzhioyeva urged Bibilov to concede defeat.

"You have to agree that it is an advantage to have 57 percent of the vote. This is a serious blow," Dzhioyeva told a televised press conference. "And I want to use this occasion to call again upon my opponent, Anatoly Bibilov, to demonstrate his civil position and to come out and concede defeat."

Bibilov has been openly supported by Moscow and met with Russian President Dmitry Medvedev shortly before the November 27 voting. He is viewed as the "establishment" candidate continuing the rule of former President Eduard Kokoity, who was constitutionally barred from seeking a third term.

Dzhioyeva has painted herself as an opposition figure who has pledged to combat corruption in the region and to help "political prisoners."

Neither candidate is likely to rock the boat in relations with Russia, which recognized South Ossetia's independence following the war against Georgia in August 2008 and which provides crucial political, financial, and security assistance to the region.

RFE/RL Russian Service correspondent Andrei Babitsky, who has been following the election from the South Ossetian capital, Tskhinkali, says that despite the unfolding dispute over the election results, the result hints at a remarkable change.

If early indications of a new leadership for the self-proclaimed republic stand, he says, it suggests that "South Ossetian society entered these elections in one condition and emerged completely transformed."

Babitsky says people appeared "to believe that their vote matters" in a place with "a very undeveloped civil society."

A victory for Dzhioyeva would be historic for the region, Babitsky says, in ushering in "the first female president in the entire Caucasus." He says it could prompt regional neighbors "to orient themselves on this example."

In a reference to southern Russia's republics of Chechnya, North Ossetia, and Daghestan, Babitsky says Moscow appeared to model its approach to the South Ossetia vote on its experience with its own North Caucasus republics, highlighted by "direct, unmediated management."

Despite Moscow's 2008 decision to recognize the territory's independence, only a handful of countries have followed suit.

The vast majority of the international community considers South Ossetia to be legally part of Georgia.

anything Russia and Russian-occupied
territory ever will be.

South Osetia was always Georgia, now
as an illegal entity - forged influx
of Russian GRU, Spethnaz, KGB, raped
children of Osetin girls by Boldyrev
spies and finally Russian invaders.

As for result of illegal elections -
isn't it obvious?
If "South Osetia" was same as it was
before invaded and cleansed by Lenin,
Khrutchev and Boldyrev, both Osetias
would be on Georgia side. As for Mrs.
Dzhioyeva - she might be elected too,
by Tchinvali and the Georgia villages
Into Georgian Parliament.

I shouldn't say the above, thought.
When Georgia helped by improving lifes
of Svans, Kodori, Georgian willages in
South Osetia, Adjaria, and other areas,
even offered help to Tchinvali - Russia
became furrious, invaded North Caucasus
and Georgia's North.

What Russian animals will do now, when
most of South Osetins, even fewer there
after cleansing, voted against Rashka's
annexation?

What also can he say, but to lie and
emit even more bad smell than the previous time...

I am not from "republic of Georgia",
I was born in Siberia and at age of
4 was sentenced to death by RSFSR and
Moscow, along with my mother - for refusal
be plagiarized for ethnic Russians.

Before I left USSR I was tortured in Russian
death camps of KGB, in Russian neighbourhoods
of Bugaz and Kishinev, for the same reason -
I refused be plagiarized by ethnic Russians.

I did enjoy hospitality in Georgia and I had
relatives there from my father's side, many
of them were murdered by Russian invaders
in 1993, including women and children.

I stand for the truth and justice for all CIS nations and the World at large, not only Georgia -
it is just hgappened that Georgia and Caucasus are on the age of Russian hate and agressive and genocidal acts of race wars more often than other CIS nations...

"republic of Georgia" is the only country where Stalin (Dzhugashvilli) is still revered and his statues are in central squares of big cities. Stalin forced many people of Caucasus into "republic of Georgia" building fascist mini-empire. Now all those people want to break free from dictatorship. The "republic of Georgia" only exists because it is bankrolled by US government. It will face inevitable demise at the end because people are tired of brutal persecutions at the hands of bandits in Tbilisi. US government cannot bankroll client regimes like that in "republic of Georgia", Kosovo, Egypt forever because US economy is in permanent decline, thanks again to US government.

I think it shouldn't be allowed...

Russians promissed Empire to Romanovs, Winsdors and Germano-Austrians and devision
of the World, at least since 1954 pact, using
slender against Beria and later against Stalin to pin Russian crimes on non-Russian nations.

Georgia need not Empire - Ibero-Albano-Colho-Caucasian World since 12 Milleniums of known history was estafet of united kingdoms, larger than modern Georgia, and it never had colonies - only Common Wealthes and allies among relatives and friends.
But to stop vanishing by evil Russia, Caucasus must be free from Russian occupation, according
to aggreements between Peter and Georgian King and the later aggreements - be part of regional CIS.
As for Georgia - it must restore its minimal defencive and economicly sound borders - be able allert International community - if Russia will attack again.

It is lying Russia that devide and expand - to repopulate other national territories.

Devision of Europe, including Ugoslavian over-kill against Serbian lands, was desided by Russian, British and "Bechtel" since 1954-56. Russia could save Serbians from partition, if it wouldn't support Germano-Austrian and British objection for Serbs to go to UN and create CIS of Ugoslavia - just to opposite they made Serbs commit crimes - be blaimed instead of nazi Germany.

New "revolutions" of Muslim brotherhood is Russian attempt to devide World North-South between Russian Euro-Asian Empire and Bagdad
"Halifat" of all Muslims controlled by Babilonian-Chaldean snakes.

Just as I said, Russia is already annuled result of elections and fired bulets over head of protesters.
Russians are invaders and occupiers in South Osetia and in whole Caucasus!
