Russian Foreign Minister Sergei Lavrov warned on March 1 that the threat of “chemical terrorism is emerging as a grave reality of our time.”
Speaking at a disarmament conference in Geneva, Switzerland, Lavrov proposed that a United Nations disarmament forum be set up in order to negotiate a new agreement to counter the threat of possible chemical attacks by terrorist groups.
Lavrov said “it is necessary to remember that the Chemical Weapons Convention does not fully resolve the problem” of preventing terrorists from using chemical weapons.
He said the Kremlin does “not see enough grounds to claim that the existent norms of international law are sufficient.”
