Russia believes that U.S. National Security Adviser Susan Rice should urge Washington, rather than Moscow, to avoid the use of force in international conflicts.

Rice said on February 23 that for Russia to send troops into Ukraine would be a "grave mistake."

Russian news agencies on February 24 quoted a Foreign Ministry source as saying, "We have seen the expert evaluations of Susan Rice, which are based on repeated U.S. military interventions in multiple places around the world, especially where the U.S. administration is of the opinion that the norms of Western democracy are in danger or ruling regimes begin too clearly 'to get out of hand'."

The source was quoted also as saying Rice should advise the U.S. leadership against using force "in the event it decides on a new intervention."

Based on reports by Interfax, ITAR-TASS, and Reuters

RFE/RL has been declared an "undesirable organization" by the Russian government.
