Some Kosovar Serbs had hoped that Russian citizenship would be the best way to get Moscow involved and so prevent their enclave from being integrated under the Kosovar Albanian-led government's control.

What they got instead was an offer -- from no less than Moscow's NATO Ambassador Dmitry Rogozin -- to move to Russia to help alleviate its "demographic problems."

Earlier this week, about 21,000 Kosovar Serbs submitted a collective letter to the Russian State Duma asking to be granted Russian citizenship, saying they felt Serbia was not capable of providing them with "protection and freedom" in Kosovo, whose independence they do not recognize.

What they obviously had in mind was Russia's 2008 war with Georgia. One of the reasons Moscow went to war with Tbilisi over Georgia's breakaway regions of South Ossetia and Abkhazia was to protect Russian passport holders there. Russia has recognized the two regions' independence and has kept troops stationed there.

Zlatibor Djordjevic, the representative of one of several groups of Kosovar Serbs who submitted the request to the Russian Embassy in Belgrade, said they had lost hope in the Serbian government.

"We see that this country of ours has no power to protect us. Whether it wants or does not want to do this is something we don't know. ... Our only salvation is in the Russian state. We hope for the best," Djordjevic said.

Russia is Serbia's most loyal ally in the diplomatic fight to reverse Kosovar independence. Russian leaders Vladimir Putin and Dmitry Medvedev enjoy high popularity. They are revered by some as saviors of their Orthodox Christian Slav brethren. Their pictures regularly grace some protest gatherings.

Russia's ambassador to Serbia, Aleksandar Konuzin, for example, feels so much at home that he took part last month in a nationalist Serbian Progressive Party rally, praising its policies. In September, he blasted Serb politicians and intellectuals at a security forum for leaving it to Russia to defend Serbia's interests abroad.

But judging by the first reactions from Russia, Kosovar Serbs may have gotten a false impression about how far Moscow is willing to go.

"The Serbs are, of course, a friendly nation, but I am not sure that this request would be discussed at a Duma session," Serbian media quoted Andrei Klimov, deputy head of the Duma's Committee for Foreign Policy, as saying. "The State Duma does not grant citizenship, and in order to fulfill this request a law must be changed."

The "Kommersant" daily wrote that granting Kosovar Serbs Russian citizenship could eventually provoke a conflict with NATO, which Russia does not want.

In the spring of 1999, Russia deployed a small contingent of troops to Kosovo after NATO's air campaign drove Serbian forces out of the then southern province but withdrew them in 2003 after disagreements with the NATO-led international peacekeeping force (KFOR).

"Kommersant" said any incident involving Kosovar Serbs with Russian citizenship would have to trigger a reaction from Moscow.

For Rogozin, as the Interfax new agency quoted him as saying, a much simpler solution would be to offer Kosovar Serbs resettlement in areas where Russia "feels great demographic problems, especially where the population is Slavonic -- east of the Urals."

"Kosovar Serbs should be enrolled in the repatriation program for the Russians. The Serbs are not strangers to us. They are the people who could get a second homeland in Russia," the ambassador said.

Facing historical injustice from so called civilized west,not to go far in the past,let's just mentioned NAZIS from second world war and NATO bombing ironically called Angel.In this "humanitarian " mission cities,infrastructure,TV stations were bombed.Upon arrival of this great peaceful organization to Kosovo 200.000 Serbs were expelled or killed numerous churches burned.So should they look to west for protection and justice.

Daniel, your anti-Nazi war is a myth. You were the Nazis of the Balkans and did not like the other Nazis coming messing your chauvinists plans. This is the only reason why you fought against them.

In the list of the horrific crimes ever committed in Europe, you are right there in the second place after the German Nazis. But unlike the Germans of today, you Serbs feel no shame or regret.

First of all get facts together,they are available.Serbs are only people that went to war against Nazis by choice .Read book Rise and fall of third Reich.Hitler offered us no war just passage to Greece to help Italians.During second world war Serbs were subjected to well documented butchery by German and Muslims and Croats who sided with them,and went all the way to Russia to help.Read in the same book published here about savagery o Handzar division composed by Bosnian Muslims.In 1941 Serbs were suprised by our domestic Nazis.Lesson learned was bloody 1,5 million dead.Here comes 1991 same forces are on the same mission.Lesson learned in 1941 helped Serbs not to have repetition in 1991,this time Serbs were prepared and able to defend their lives and homes.
Our Muslims got used to easy ride with every single invading foreign power to go against Serbs with no consenquences.They are outraged now,for not having upper hand and for the fact that Serbs decided not to be victimized again.

Ruben, by the looks of it, you were taught history from comic books. First of all, Serbia was under German Military administration and northern part of Serbia was divided in between Croatia & Hungary (both nazi regimes). Although there was a Quisling government installed in Serbia, you could hardly call Serbs nazis. After all, with more than 500K casualties, which was almost 10% of population (France had similar numbers, however it was around 1% of population), they suffered one of the biggest losses of population in Europe during II WW.

The Serbs are not German Nazi's who have burned 6 Million of your Jews in their conc camps. In a civil war between three religions, they have rightfully fought for what is theirs and what has always been theirs. But who am I trying to convert here ? Ruben, your ongoing anti-Serb diatribes continue to be grossly inaccurate. Overall, there's no comparing the WW II era manner of the Serbs with the Croat Ustasha and Bosnian Muslim SS Hanschar.

The 1990s wars in former Yugoslavia were greatly motivated by nationalist anti-Serbs like Tudjman, Izetbegovic and Thaci.

Despite considerable Western aid, present day Kosovo is a KFOR/repackaged KLA occupied toilet of crime, poverty and intolerance.

In world war II 700,000 Serbs were killed in Jasenovac by Croats and Nazis. How are Serbs the once that are starting all these wars and killing incent people??? Serbs are only people that didnt start wars, all wars that Serbs were in were because they were defending themselves. Serbs are nor sheep, they love their country and people and they defend it. Look up Jasenovac on google and find out more info.

I always wondered what prevents Russian government from inviting prosecuted white Christian minorities in South Africa, Zimbabwe, Kosovo, Bosnia, and even US to come and settle in Russia. In US government openly discriminates Christians, and on suitable ocasion kills them, as US government did in Waco, TX, in Ruby Ridge, ID, in Michigan and many other cases which are not being reported by "free" US media. Most Christians from places I mentioned would happily settle in Russia.

As a matter of fact, the proposal made by Rogozin makes sense - provided the govt of the Russian Federation is ready to establish and finance a comprehensive program of settling the Kosovo Serbs on the Russian territory. The time to answer the question of who Kosovo will belong to will come - after Greece, Italy and other NATO countries will have gone bankrupt and the US will have lost the war in Afghanistan. But in the meantime, it is, of course, a duty of the Russian govt to guarantee the physical security and well-being of the Serbian people deprived by NATO of their homeland.

Russia offering Kosovo Serbs (Serbs in Kosovo and Metohija are not called Kosovar, that's an adjective invented for Kosovo Albanians in the 1990s) to settle in Siberia is a way more sincere an act of friendship than anything any North Atlantic government has offered Serbs. From the Western governments, Serbs only know hostilities, killings of civilians, occupation of territory, vilification in media, all unwarranted.

I wonder if the Greeks were fighting alone how do you explain all the British, Australian, and New Zealand troops who fought and died there?

As for the rubbish from Joe/Averko and others, a hell of a lot of Serbs collaborated with the Nazi's (Belgrade was the first city in Europe to be declared "Jew free"), as did many Bosnians, Croats etc, and a hell of a lot of Serbs resisted the Nazi's as did many Bosnians, Croats etc.

But Serbia started the Balkan wars, Serbian committed the majority of the crimes against humanity, and Serbia got punished as a result.

It should also be remembered however that it was the Serbian people who overthrew the Milosovic regime themselves.

"Jew Free" in Belgrade ... you really do not know the reason for that do you. Belgrade was declared "Jew free", to distract attention from the city. The most Jews were already in the resistance movement. Serbia (Yugoslavia) fought against Germans until they were put on the ultimatum - total annihilation, or German quisling. The proclamation was "We sided with the Germans, to save the nation", not because we agreed with their policy.

Andrew is probably someone we should all fear. He will simply turn history around to serve his needs. No, Serbia and Greece did not win the 2nd WW alone. USA, England and a lot of others did as well. As for the Balkans, he should read more literature since he thinks he is up on every thing and he will find that for its size,no one suffered more than Serbs. Serbs started the war? My goodness that is a new one on many people. Who was Hitler Andrew?Serbs told Germany to go to hell they would not join in with him. I may not have your idea Superior education Andrew, but I had many relatives who were there and were butchered by Croatians and Germans. We had sad letters to read when the USA won the war with the help of Serbia, Greece, It makes me sad to realize there are people like yourself who are turning history around. Many in the Balkans were with Hitler and not Serbia or Greece.

1. You claimed Serbia and Greece fought alone in WW2, this is rubbish, the Greeks in particular had huge support from the Commonwealth against the Nazi's, including the deployment of troops which were desperately required elsewhere, the ongoing use of commando's and supply drops during the occupation etc, the Yugoslav resistance forces, be they Serb, Croat, Bosnian etc all received support from the British in particular in the form of Commandos and supplies of arms.

2. It is an outright lie that Belgrade was declared "Jew free" in order to protect the Jews. Of the 16,700 Jews in Serbia in 1941, over 15,000 were killed by 1945, mostly by Serbian collaborators.

3. There were actually very few German formations on the territory of Serbia, the German occupation was upheld by Serbian collaborators such as the Serbian State Guards, the Serbian Volunteer Corps (who were part of the SS) and the ZBOR fascist party. To say that all Serbs opposed the Nazi occupation is a massive lie, when like in France and even Russia, the majority of the population collaborated.

4. I was stating that Serbia started the Balkan wars of the 1990's not WW2, notice how I said "Serbia started the Balkan wars" not "Serbia started WW2"??? I think you need to improve your reading comprehension Kathryn. And Serbia DID start the Balkan wars, and had a policy of aggressive territorial expansion, ethnic cleansing, and mass murder that would have made the Serbian collaborationist government of WW2 very proud indeed.

Croats as a people fought as a Nazi collaborator, so Nazis rewarded them with a state of their own, the Independent State of Croatia (NDH). Were there any Croats in the Communist partizans? Almost none until the fall of NDH. Where were the main battles fought in the first 3 years? Almost exclusively in the Serbian areas and almost exclusively by chetniks or the chetnik-partizan cooperatives in 1941. Did Germans introduced the policy of executing 100 civilians for 1 killed German soldiers in Croatia or in Serbia? What exactly are the names of Croat nationalist leaders or units that fought AGAINST Hitler and Pavelic? Exactly, nobody fought against the Nazis on behalf of Croat people. Bosnians did not exist in the WWII as an ethnic group under that name. Bosnians today belong to three different ethnicities. Bosnian Muslims called themselves either Serbs or Turks at the time, although some attached themselves to the Croat nationality in 1941 as well. Those were called "Croatian flowers." Serbs were mainly chetniks, Yugoslav monarchists or Serbian nationalists. Nedic accepted to head the puppet government of Serbia after Germans told him that the alternative was a division of Serbia between Croatia, Albania and Bulgaria. For his sins - and history is yet to rule on them - Nedic's very presence saved about 1 million Serbs running from genocide by Croats. Saving Serbian people from the fascist Croatian enemy was way more important than the fact that Nedic was a Nazi puppet. Serbs in no way started the wars of Yugoslav Succession. I'm yet to see any proof of that by any historian, let alone by internet trolls.

poor illiterate people! maybe you should read some of the stories of great yugoslav author ivo andric, who by the way won the nobel prize... he was an eye-witness of the german occupation of belgrade. maybe you understand literature easier than the complex history of WWII,which you clewarly misinterpreted.
belgrade jews AND serbs were exterminated by german and croatian nazis. the independent state of croatia, a german fascist puppet state stretched from what is today croatia, bosnia and herzegowina to the belgrade suburb of zemun, the city itself was under german occupation...
