The United States, France, and Russia have issued a joint statement calling on Armenia and Azerbaijan to take "decisive steps" to resolve the long-running conflict over the Azerbaijani separatist region of Nagorno-Karabakh.

The statement, issued at the G20 summit in Mexico, expressed regret that the two countries have not responded to the joint statement issued during the 2011 G8 summit in Deauville, France.

The three countries are the co-chairs of the Organization for Security and Cooperation in Europe's Minsk Group, which is charged with finding a negotiated settlement.

Also on June 18, the ambassadors of the three Minsk Group countries met in Paris with the Azerbaijani and Armenian foreign ministers.

They expressed "deep concern" over the increased violence along the Line of Contact in the region in recent weeks.

The joint statement to reach a settlement is essentially an admittance by the USA, Russia and France that these powers are not ready to deal with the root cause of the conflict and solve the real problems. Strategically, the Azeri government has been emboldened by the attention given by Israel in search of a local ally to help destroy Iran's nuclear industry. Israeli promises of military equipment, training and the psychological support of closeness have given the Azeri government and military a boost. The root cause is the lack of self-respect or self-esteem deep within the Azeri psyche. That is the Turkic peoples are far from their homeland of the Altai Mountains and this causes them to compensate with bravado and threats. Keeping all this under control with some sort of oppressive regime and condemnation of a common enemy such as the Armenians that used to live inside Azeri territory. Yes, this is the same tactic used by the "Third Right". And is a well-known precursor to Genocide. The first thing the USA can do is address the issue at the highest level. That is address the Armenian Genocide. Until this root cause is acknowledged a solution cannot be devised. The USA wants oil. Russia wants access to the Mid-East and a warm water port. France wants to be a world power and amend for the politics that lead to the Genocide. Azerbaijan wants to save face and suppress their psyche. Armenia wants to survive. Survival is worth fighting for. The rest is mere BS.

I should like to have a scrapbook of all such bold pronouncements made by the Minsk Group over the years. I would think it should run to several hundred pages.
