Iraqi Governing Council Postpones Signing Of Constitution


Baghdad, 3 March 2004 (RFE/RL) -- Iraq's Governing Council today formally postponed signing of an interim constitution because of yesterday's attacks in Baghdad and the city of Karmala on Shi'a Muslims.

The near simultaneous attacks came on the last day of the Shi'a festival of Ashura which commemorates the seventh-century martyrdom of the Prophet Muhammad's grandson Hussein.

The attacks killed more than 140 people and wounded more than 450.

The signing of the interim constitution was initially scheduled for today, but it was delayed when the council declared three days of mourning.

The council's spokesman said that the exact date for the signing "has not been settled."

RFE/RL has been declared an "undesirable organization" by the Russian government.
