Bush, speaking on 20 February during a tour of a manufacturing plant that makes batteries for electric cars, repeated the theme from his recent State of Union address that the United States is "addicted to oil."
He said that some countries the United States relies on for oil have unstable governments or fundamental differences with the United States. He promoted alternative energy technologies as a way to break the dependence.
The United States is the largest national importer of foreign oil.

HOW MUCH OIL? The U.S. Energy Information Administration has estimated that the Caspian could hold between 17 billion and 33 billion barrels of proven oil. ("Proven reserves" are defined by energy experts to be 90 percent probable.) Other experts estimate the Caspian could hold "possible reserves" of up to 233 billion barrels of oil.
