EU finance ministers are meeting for a second day in Wroclaw, in the southwest of Poland.
The meeting is due to focus on the banking sector.
Polish officials say the ministers will try to find "possible ways to restore confidence in European markets and improve financial stability."
The ministers are also due to discuss stress tests that were carried out earlier this year on European banks.
Outside the meeting, trade unions are planning to protest EU demands that crisis-hit states such as Greece implement tough austerity programs.
The European Trade Union Confederation, which is organizing the protest, says austerity policies foster unemployment.
