According to our Uzbek Service, Uzbek security services are strongly "advising" migrants before they leave the country to tell the authorities about any attempts of rights groups and journalists to contact them.

One of the migrants our service spoke to says it's difficult to share his thoughts even with a close friend as he might be an agent.

RFE/RL broke a story this month about a former Uzbek intelligence officer who claims President Islam Karimov had personally ordered massacres. He's in Britain claiming political asylum after months in hiding abroad.

The story sparked a lot of reaction across Central Asia, something that may or may not be connected to the new "advice."
