Russian Region To Challenge Putin On Naming Governors

President Putin (file photo) Moscow, 28 September 2005 (RFE/RL) -- Deputies in Russia's Yaroslavl regional legislature voted today to challenge President Vladimir Putin's recently acquired right to nominate regional governors.
Oleg Vinogradov, head of the local assembly's legislative committee, said deputies decided to bring their case before Russia's Constitutional Court next week.

Vinogradov said Putin's recent scrapping of the system under which regions elected their own governors was, in his opinion, unconstitutional. Putin has justified the move as necessary to strengthen national unity in the face of terrorism.
