Some will also go to Afghan refugees who have since returned home.

The money, which will be funneled through the European Union's humanitarian aid office, ECHO, will be spent on shelter, health, water, and sanitation projects as well as to transport and provide security for aid workers.

Three million Afghan refugees still live in Pakistan. Another million are still in Iran.
