Kyrgyz Vote To Create Parliamentary Democracy

Kyrgyz President Roza Otunbaeva voted in the capital, Bishkek, while in the country's troubled south, voters cast ballots in the city of Batken in a landmark election that many hope will help to reconcile ethnic tensions in the country.
