Moscow police detained 14 opposition protesters of the Strategy 31 group for holding an unauthorized rally late on October 31 on Triumfalnaya Square, which was officially closed to the public. The Strategy 31 group regularly holds protests on the 31st day of the month to highlight Article 31 of the Russian Constitution, which guarantees the right to demonstrate. (RFE/RL's Russian Service)
