Gulbuddin Hekmatyar returned to the Afghan capital, Kabul, on May 4. The man once called the "butcher of Kabul" used the occasion to offer to mediate peace talks with the Taliban, calling on them to accept him as a brother. (RFE/RL's Radio Free Afghanistan)
