Aishat Kadyrova, the 24-year-old daughter of the Kremlin-backed authoritarian head of Russia's Chechnya region, has been promoted from culture minister to the region's deputy prime minister responsible for social issues. The announcement on October 2 came amid unconfirmed reports that Ramzan Kadyrov's health is deteriorating. He and Chechen officials have denied the speculation.
