The Chechen Interior Ministry says it has begun an investigation into "abuse of power" by police from the neighboring Stavropol region that resulted in the death of a Chechen man.
The ministry said on April 24 that it will investigate actions by Stavropol police when they carried out an operation in the Chechen capital, Grozny, on April 19 to detain Jambulat Dadaev.
It said Chechen authorities were not notified about the operation, which resulted in Dadaev being killed.
The event led to an order on April 21 by Chechen leader Ramzan Kadyrov for his law enforcement officers to "shoot to kill" security forces from other parts of Russia that conduct operations in Chechnya without Grozny's consent.
Russia's Interior Ministry on April 23 denounced Kadyrov's order, calling it "unacceptable for the leader of the Chechen Republic."
The Russian Interior Ministry also claims that it had notified Chechen security officials in advance about the operation by the Stavropol police.
The incidents come amid mounting tensions between Kadyrov and some Russian law enforcement authorities.
