Push For More Security After Boy Killed At Russian Kindergarten

The lower house of Russia’s parliament plans to fast-track the passage of a bill that would increase oversight of private security firms, shortly after a man stabbed a six-year-old boy to death at a kindergarten.

Authorities said a 36-year-old suspect has been detained following the October 31 stabbing in the northern city of Naryan-Mar.

“The requirements for training and certifying employees of private security organizations, especially those guarding schools, kindergartens…must be as strict as possible,” said Vasily Piskarev, who chairs the State Duma’s Committee on Security and Corruption Control.

“Current employees of private security firms must be recertified under control of the corresponding units of the National Guard," Piskarev added.

The lawmaker said a corresponding bill was being drafted “and the work will be sped up for it to be presented to the State Duma as soon as possible.”

The attack in Naryan-Mar occurred just after schoolchildren had eaten lunch and were napping.

Russia's Investigative Committee said a probe had been launched into "a murder of a minor."

School staff also were being investigated on allegations of "negligence that compromised the safety of children."

Some Russian media reports identified the man as a local resident. There was no immediate indication that the suspect was related to the slain child.

Naryan-Mar is situated north of the Arctic Circle. It is the capital of Russia’s Nenets Autonomous District.
