Russian officials say that two former police officers in Siberia's Kemerovo Oblast have been charged with abuse of power and violent conduct that led to death.
The two were detained in December after the body of a 25-year-old man was found on a highway in the region.
A 30-year acquaintance of the two former officers has been charged with murder in the case.
Investigators say the three beat and tortured the victim to make him confess to a crime he had not committed.
The March 28 announcement comes amid a series of protests about police brutality in Russia.
The protests were sparked this month after police in the central republic of Tatarstan allegedly raped a detainee with a champagne bottle.
That man later died in a hospital.
