HRW Says NATO Underestimated Libyan Civilian Casualties

People stand in the rubble of a home in the Libyan city of Zliten that was reportedly destroyed by a NATO bomb in August 2011.

Human Rights Watch says NATO underestimated the number of civilian casualties among Libyans during the campaign to help oust Muammar Qaddafi.

In a fresh report, HRW says NATO air strikes in Libya last year killed 72 civilians, including 24 children and 20 women.

The New York-based human rights organization called on NATO to compensate civilian victims and investigate attacks that may have been unlawful.

The report claims to be the most extensive investigation to date of civilian casualties from NATO's air campaign and presents a higher death toll estimate than a March paper by Amnesty International which documented 55 civilian deaths.
