The UN nuclear watchdog reports little progress and several setbacks in the latest report of its investigation of Iran's nuclear program.
The International Atomic Energy Agency (IAEA) said it saw via satellite "ongoing construction activity" at Iran's Parchin military base, which Tehran bars IAEA inspectors from visiting.
The IAEA also said Iran missed the August 25 deadline to answer questions related to suspicious activity believed to be related to efforts to develop nuclear weapons.
The disappointing IAEA report will disappoint officals from the six world powers -- Britain, France, Germany, the United States, Russia, and China -- working to resolve the dispute.
The confidential IAEA report, which was leaked, said Iran had also implemented only three of five nuclear transparency steps it had agreed to.
Iran told the IAEA that suspicions about its nuclear program are "do not merit consideration."
