The UN Security Council met today to review the Arab League's request for a no-fly zone in Libya.

Britain and France have drafted a council resolution on creating a no-fly zone, but it has not been circulated yet.

French Ambassador Gerard Araud said before the meeting that France hoped that Arab League support for a no-fly zone would be a "game-changer" in securing international action.

U.S. Secretary of State Hillary Clinton, meanwhile, was meeting with foreign ministers from the G8 group of nations in Paris today to discuss the proposal.

Libyan state television said today that soldiers who defected to rebels fighting to oust Libyan leader Mummar Qaddafi will be pardoned if they surrender to government forces.

Qaddafi's troops have been pushing back the rebels, who a week ago controlled the eastern part of the country and were heading to the capital, Tripoli.
