Turkish President Abdullah Gul says his country is opposed to using outside military force to intervene in the yearlong conflict in Syria.
Speaking on a visit to Tunisia, Gul urged regional powers to find a diplomatic solution to the crisis, which the UN says has claimed more than 7,500 lives.
Gul also issued an apparent warning to Syrian President Bashar al-Assad, saying no government could survive by using violence against its people.
Turkey, which shares a long border with Syria, was once a close Assad ally.
Turkey has been calling for stronger international efforts to resolve the crisis as Assad's security forces have intensified their crackdown on antiregime opponents.
Turkey this month is due to host the second "Friends of Syria" meeting grouping mostly Western and Arab nations.
