Top U.S. Diplomat In Ukraine Says Putin Has Become A Pariah

In an interview with RFE/RL’s Ukrainian Service on March 28, the acting U.S. charge d'affaires in Ukraine, Kristina Kvien, emphasized that U.S. President Joe Biden was not advocating for a regime change in Russia when he spoke in Warsaw on March 26, but that the military invasion of Ukraine has turned Russian President Vladimir Putin into a “global pariah” and “it’s hard to come back from that.”
