He spoke Wednesday at a news conference in Kuwait with Foreign Minister Sheikh Sabah Khaled al-Sabah.
Kerry said he did not want to set any deadlines but emphasized there needed to be progress before the UN General Assembly in September.
If attempts at reaching an accord between the two sides fail, the Palestinians have said they'd pursue a strategy of international recognition on their own.
