Amnesty International says war has left half a million people homeless in Afghanistan.
In a fresh report, the international rights group says around 400 people seek shelter in makeshift camps around the country every day.
Their plight is made worse, according to Amnesty International, by government and international neglect.
The report calls on the government to remove conditions placed on humanitarian assistance and on international donors to "ensure that their humanitarian assistance addresses the needs of internally displaced people."
Kabul alone houses up to 35,000 displaced persons in 30 slum areas around the city, according to the report.
Many said they had fled to the capital to escape the worsening conflict elsewhere in the country.
