Annan: UN Reassessing Kosovo Reform Plan


United Nations, 28 April 2004 (RFE/RL) -- UN Secretary-General Kofi Annan says the UN needs to reexamine its approach to political reform in Kosovo following last month's outbreak of ethnic violence.

Annan told a news conference today there may need to be changes to the existing plan, which calls for Kosovar Albanian leaders to attain certain reforms before the question of Kosovo's status could be addressed. He gave no details.

"We are reassessing the situation with our partners in Europe and in the region and also with other interested parties to see what adjustments in our plans, adjustments in the direction we are going [need] to be made," he said.

Annan said Kosovo's president, Ibrahim Rugova, raised the issue of the province's independence in a meeting yesterday in New York. Annan told him the status question must still be decided by the UN Security Council.

RFE/RL has been declared an "undesirable organization" by the Russian government.
