The UN tribunal in The Hague last year said it indicted the police and army generals for war crimes against ethnic Albanians during the Kosovo conflict in 1999.
But Serbian authorities had until now failed to take any action on the indictments against former police chiefs Sreten Lukic and Vlastimir Djordjevic, and retired army Generals Nebojsa Pavkovic and Vladimir Lazarevic.
Lazarevic said in comments published today in a Belgrade daily that he will not surrender to the court.
Djordjevic is believed to be in Russia while the three others live in Serbia.
