Afghan police said the unidentified man died in the explosion as he tried to kill the official, Khawja Isa, who was not hurt. Details of the attack are still unclear, but agencies reported that it occurred in central Herat.
An investigation has been launched.
Suicide attacks have rarely been employed in Afghanistan, although Afghan authorities and the U.S.-led international coalition have battled fierce militant attacks since the Taliban was ousted in late 2001.
Meanwhile, in the capital Kabul, police said they seized a truck carrying 850 kilograms of explosives. Police arrested two men who claim they were paid to take the explosives from Jalalabad to Kabul.
