Russia: Police Find Explosives In Apartment Building


Moscow, 23 September 1999 (RFE/RL) - Russian police say they discovered three sugar sacks containing explosives and detonators last night in an apartment building in Ryazan, southeast of Moscow. The Emergency Situations Ministry says in a statement that police were alerted by residents who noticed that a car parked nearby had a number plate partially covered by a scrap of paper. Earlier reports said the residents had seen suspicious-looking men unloading the sacks. The residents of the building were evacuated while police made the explosives safe. A search for the men is underway. A series of bomb attacks on apartment buildings in Moscow and other Russian cities has killed nearly 300 people this month.
