Chechnya: Russia Urges Civilians To Leave Towns


Grozny, 24 November 1999 (RFE/RL) - Russia is telling civilians in Chechnya to leave populated areas as it launches more air and artillery attacks on towns and cities still controlled by separatists. The warning comes after Moscow yesterday cut mobile telephones in Chechnya, Dagestan, and North Ossetia in a bid to stop communication between rebels. Meanwhile, Russian forces are continuing a campaign to encircle Grozny by mid-December.
