In the light of Kazakhstan's <strong><a class="" title="" href="http://www.rferl.org/featuresarticle/2007/05/1e7980f8-d291-4fec-a28d-6b1124615c22.html" target=""> recent constitutional amendments</a></strong>, should the country be allowed to chair the Organization for Security and Cooperation in Europe in 2009?
