North Korea Proposes Talks With South

SEOUL (Reuters) -- North Korea has proposed working-level talks next week with the South over a joint-factory park that is the only major link between the rival states, the Unification Ministry in Seoul has said.

The proposal comes amid heightening tension on the peninsula after a nuclear test by North Korea last week and repeated threats to attack the South.

It also comes more than a month after talks between the two Koreas broke down in acrimony over the factory park, just inside the North and operated by South Korean firms.
