Opposition activists have held a rally in Kaliningrad, calling for the restoration of direct gubernatorial elections.
The protesters were also calling on the regional governor, Georgy Boos, to lower tariffs set by local housing utility companies.
The rally brought together representatives of the local branches of Russia's main opposition parties and other organizations.
RFE/RL's Russian Service reported that around 1,000 people attended the rally on August 21, which ended without incident.
