Timid Targets? Ex-Soviet States' Climate Commitments

Around 190 countries are pledging emissions targets for 2030 at the UN Climate Change Conference (COP21) in Paris. But not all of the so-called Intended Nationally Determined Contributions (INDCs) are created equal: By using 1990 as their baseline, Russia and many other former Soviet republics whose centrally planned economies plummeted with the U.S.S.R.'s collapse are actually building in plenty of room for rising emissions, instead of cuts.
