Canada, Britain, Sweden, and Ukraine on December 28 called on Tehran to settle a dispute over accountability and reparations for the downing of an airliner by Iranian forces nearly three years ago through arbitration under the 1971 Montreal Convention. All four countries as well as Iran are signatories of the convention, which requires states to prevent and punish offences against civil aviation. Most of the 176 people killed when Iran shot down the Ukrainian jet were citizens of the four countries, which said they want to ensure that their efforts to hold Iran accountable can progress toward settlement.
