The Red Cross says it is negotiating with the Syrian authorities to try to bring a halt to violence in the country so that it can deliver vital aid.

The Geneva-based International Committee of the Red Cross (ICRC) said on February 20 that it was discussing several possibilities with both Syrian authorities and opposition groups, including a cessation of fighting in the most affected areas.

Meanwhile, Tunisia's Foreign Minister Rafik Abdessalam announced that Syrian opposition groups would take part in an international conference scheduled for February 24 in Tunis about Syria's crisis.

The Syrian National Council confirmed that the group was invited and will attend; saying that Russia and China had dropped their initial objection to the presence of Syrian opposition figures.
