Second Suspected Mastermind Of High-Profile Russian Killing Detained

Russia's Interior Ministry says a second possible mastermind of a high-profile killing has been detained in the southwestern city of Anapa.

The suspect was arrested early on February 21.

On February 18, eight suspects allegedly involved in the kidnapping and killing of a Lipetsk city council deputy, Mikhail Pakhomov, were arrested.

Pakhomov's body was found in a barrel of cement in a town near Moscow on February 17.

Pakhomov disappeared several days earlier from his native Lipetsk, a city 440 kilometers southeast of Moscow.

Those arrested on February 18 include a 40-year-old former official in the Moscow Oblast government, who is suspected by the authorities of ordering Pakhomov's kidnapping and killing.

Investigators said on February 19 that one suspect admitted Pakhomov was targeted because he owed $80 million to those who ordered the killing.
