UN Secretary-General Ban Ki-moon says the international community's failure to stop atrocities in Syria is "shameful."

Ban made his comment on February 27 during a ceremony marking the 20th anniversary of genocide in Rwanda, when an estimated 800,000 people were slaughtered despite UN involvement.

Ban connected the two conflicts, saying that both were great failures of the international community.

Some 140,000 people are estimated to have died in Syria during the three years of the conflict.

Ban said the Rwandan genocide was "an epic failure," and that the Syrian conflict was a "shameful indictment."
