11 October 2004 -- The UN-Afghan Joint Electoral Management Body (JEMB) says it will delay vote counting in Afghanistan's presidential poll while seeking advice on dealing with possible illegal votes.
JEMB Vice Chairman J. Ray Kennedy said today the board has asked that mixing, sorting, and counting of votes will wait until it can obtain expert advice.
Authorities are to create an independent panel to investigate claims of fraud in the election, including concern that some voters may have been able to vote more than once.
International observers acknowledged some problems but said the election generally went smoothly. They have rejected calls by some opposition presidential candidates for the election to be nullified.
